Original picture
1. Open the original image material, press Ctrl + J to copy the background layer, and then execute on the copy: Filter > Blur > Gaussian Blur, the value is 5.
After confirming, change the layer blending mode to "Overlay", the effect is as shown in Figure 1.

2. Create a hue/saturation adjustment layer. Set the parameters as shown in Figures 2 and 3. After confirming, use a black brush to erase the characters and other places. The effect is as shown in Figure 4.

3. Create a new layer, press Ctrl + Alt + Shift + E to stamp the layer, then click the channel panel, select the green channel, and press Ctrl + A to select all.
Press Ctrl + C to copy, click on the blue channel, press Ctrl + V to paste, return to the layers panel, the effect is as shown in Figure 5.

4. Create a curve adjustment layer. Set the parameters as shown in Figure 6-8. After confirming, use a black brush to erase the character part. The effect is as shown in Figure 9.
