Find a picture you like
First use the locking tool to snap it out.
Create a new layer, draw a circle, then delete parts bit by bit to form the shape as shown below, perform radial blur, and then select the thumb and put it on the top layer.
Then draw some magic symbols as you like.
Then perform a radial blur on the symbols and then change the layer mode to Overlay.
Then create a layer and draw a small ball. I won’t tell you the specific drawing method.
