1. Set the foreground and background colors to the default black and white, create a new canvas, execute the filter to render clouds, ctrl+f, execute it a few times, as long as you feel good.
2. Enter text and select the move tool in the toolbox to display the bounding box.
3. Pull the bounding box to expand and move the text to the appropriate position. The layer rasterizes the text, and the editor transforms the perspective to give the text a perspective effect.
4. Hold down Ctrl and click on the text layer, load the text selection, switch to the cloud background layer, keep the selection, change the background color to light gray, and execute the cloud filter again to make the text translucent.
5. Use ctrl+D to cancel the selection, rotate the canvas 90 degrees clockwise, and execute the "Filter Stylized Wind" filter. Execute ctrl+F multiple times until the lines disappear into the clouds. Turn the canvas back to its original position.
