Step 1
Open our original photo.
Step 2
Because the eyelashes above the eye look different from the eyelashes below the eye, we will treat them differently. Create a new layer (CTRL + N) and name it "Upper Eyelashes". Select the Pen Tool (P) in the toolbar, as shown below:
Now, zoom in on the lashes above the eye in the image (CTRL + +) and start using the Pen Tool with our selection. Our goal is to make the pen path we draw match the actual shape of the eyelashes as much as possible (don't be afraid, in fact, with a little practice, you will know that it is not difficult). When I draw the upper eyelashes, I usually use 3 nodes because it's easier to adjust the curvature of the curve. The place where we add eyelashes should be where the real eyelashes are sparse and the open space between the eyelashes.
Another thing worth noting is that the thickness and color of the eyelash path should change. You can see what I did next.
Here's how I did my first lash, like this:

Click on the Brush Tool and choose a brush size and color. I chose a 2px wide brush and a color value of #1e201b (you can of course choose your own color and width). Now, open the Paths panel and select Options.

Then select the path brush.
