Open the image and copy 1 layer
For the duplicate layer go to Filter > Artistic > Film Grain
Create a new layer, fill it with white, go to Filter > Texture > Grain, change the blending mode to Multiply, and the transparency to 50%
Use the eraser tool to erase the stripes, create a new layer and change the foreground color to white and the background color to black. Use Filter > Render > Clouds, then Filter > Render > Difference Clouds, change the blending mode to Overlay, and the transparency to 40%
