Step 1: Open the original image, use the pen tool to outline the character's skirt, and press Ctrl + Shift + U to remove the color. The effect is as shown below.
Step 2: Use a splatter brush to paint the lower end of the skirt and duplicate it a few more layers.
Step 3: Use an eraser to erase the large black spots, leaving small splatter spots, and merge the splatter layer and the skirt layer.
