Step 1. Create a canvas of 1920*1200 size, copy the portrait material to the canvas, and obtain the following effect through free transformation.

Step 2. Since the resolution of the material image is low, it needs to be repaired after enlarging it. Image >> Adjustments >> Brightness/Contrast.

Step 3. Duplicate the layer and apply: Filter >> Artistic Effect >> Watercolor on the original layer.
