Original picture
1. Open the original image, create a curve adjustment layer, and adjust the blue channel. The parameter settings are as shown in Figure 1, and the effect is as shown in Figure 2.

2. Create a new layer, press the letter "D", return the front background color to the default black and white, and then execute: Filter > Render > Clouds. After confirming, press Ctrl + Alt + F to enhance it. The effect is as shown in Figure 3.

3. Execute: Filter > Pixelate > Dotted. The parameter settings are as shown in Figure 4. After confirmation, press Ctrl + Shift + U to decolorize, and then execute: Filter > Blur > Motion Blur. The parameter settings are as shown in Figure 5. After confirmation Press Ctrl + M again to increase the contrast, as shown in Figure 6.

4. Duplicate layer 2 to get layer 3, and then change the blending mode of layer 3 to "Overlay". The effect is as shown below.

5. Create a new layer, press Ctrl + Alt + Shift + E to stamp the layer to get layer 4, then hide layers 2 and 3, add a layer mask to layer 4, and use a black brush to paint the characters Erase part of it and change the layer blending mode to "Color Burn". The effect is as shown in Figure 8.

6. Create a new layer, stamp the layer, and execute: Filter > Blur > Gaussian Blur, with a value of 5. After confirmation, change the layer blending mode to "Soft Light" and the layer opacity to: 60%. The effect is shown in Figure 9.
