Step 1 Create new layer
Open a new document (600X800px) and create a new layer called 'background'. Fill the canvas with a linear gradient color from 3B3B3B to 595959.

Now create a new layer called 'stars'. Fill it with black and go to Filter>Noise>Add Noise. Set Amount to 10%, Gaussian Distribution, Monochrome.
Step 3
Now go to Image > Adjustments > Brightness/Contrast and set the Contrast to +30. Then change the layer’s Blending Mode to Overlay.
Step 4
Create a new layer called 'cloud render'. Go to Filter > Render > Clouds. Then change the layer's blending mode to Overlay. This adds random light patches to the image.
Step 5
Now glue some clouds to the bottom of the canvas. Choose Image>Adjustments>Decolorize to make the image grayscale, then use a large soft brush to remove the top clouds in the cloud material. Change your layer's blending mode to Hard Light and lower the layer's opacity to 10%.
Step 6
Create a new layer called 'color marks'. Use a very large soft brush to lightly paint the colored marks on the canvas. Then lower the opacity of this layer to 7%.
Step 7
Now it's time for the protagonist to appear and glue the shoes on. Go to Edit > Transform > Rotate and rotate the scaled image so that it fits the center of the canvas.
Step 8
Now Image > Adjustments > Hue/Saturation, set the Saturation to -25.
Step 9
Now paste the picture of the flames on the new top layer. Then resize/rotate the image to position it at the toe of the shoe. Use a soft eraser to modify it to fit the shoe better. Duplicate the flame layer 3 times to make the flame effect more intense and then merge it downwards so that there is only one flame layer.
Step 10
I wanted to make my flames more intense, so I increased the brightness to +100 using Image>Adjustments>Brightness/Contrast. To make the flames more passionate again, duplicate your flames 3 or more times and merge them down into one flame layer. Keep retouching with your soft eraser to make the image neater.
Step 11
Now select a 60px white brush with 0% Hardness. Paint white spots on the flame. Then lower the layer's Opacity to 40%. This creates a more intense flame effect.
Step 12
Using the Smudge Tool, set the Strength to 95%. Select your flame layer and use a 1px brush to paint the flames. Try applying a splatter of fire to your shoes.
