1. Create a new black document and enter white text
2. Open the style panel, load the built-in WEB style, and select the metal effect style.
3. Hold down the Ctrl key, right-click on the layer style icon and select "Zoom Effect"
4. Set the zoom layer effect to 33%
5. Create a new layer, draw a circular selection, fill it with white, feather it by 2.5 pixels, select the smudge tool, set the strength to 90%, hold down the shift key, click the mouse in the center of the circle, then click again on the left side, repeat , until the tail is dragged out.
6. Add an outer glow style to this layer. See the parameters for the parameters.
