Step 1
Create a new PS file with a white canvas. In this example I used 580×300px at 72dpi, but I recommend you do this effect on a larger canvas so you have more room to play. I chose this size for ease of posting online.

Create a new layer. Grab the Brush Tool (B) and open the Brush Options (Window > Brushes)/or use the function key F5 on your keyboard to set the foreground color by pressing the D key and use these settings in the brush settings options. I will first Start with a regular round brush. Choose your brush size according to the size of the splatter you want. You can choose the size of the space and the density of the spatter distribution.
Step 3
Once these are set, drag out some brush strokes on the white canvas (your document). When you draw a base layer with splattered dots of ink, you get what you see below.
Step 4
Next, you're going to add more, more concentrated dots of ink in the middle, and then we can write on top of that. Create a new layer. Open the brush options again, which retains the values we just set. Reduce the diameter by 10 units and reduce the space by 30%. Spray ink dots in the middle of the frame, or wherever you like.
