Step 1: Create a new file. Double-click the background layer to open the layer style. Select the Overlay Gradient, using black and a dark blue. Select Radial Gradient in Gradient Style.
Step 2: Create a new layer and fill it with black.
Step 3: First select black as the foreground color and a moderate gray as the background color. Go to Filter > Render > Fibers. Set the variance to 36 and the strength to 1.
Step 4: Go to Filter>Blur>Motion Blur. I set the distance to 999, which is the maximum value, but you are free to use other values. Use a 90° angle.
