Cartoon style images are relatively simple to create. The operation is basically to use the pen tool to compose the image, then fill in the color, and then adjust the fill color highlights and shadows appropriately. Final effect:
1. Create a new 600 * 450 pixel file, select the gradient tool, set the color as shown in Figure 1, and pull out the radial gradient as shown in Figure 2.

<Picture 2> 2. Create a new one, select the pen tool to outline the cow's face, convert it to a selection as shown in Figure 3, select the gradient tool to set the color as shown in Figure 4, and pull out the linear gradient shown in Figure 5.

Create a new layer, use the elliptical marquee tool to pull out the selection shown in Figure 6, press Ctrl + Alt + D to feather, the value is 15, and then fill it with color: #FFCC78, cancel the selection after confirmation, and add Use the upper layer mask and use a black brush to slightly paint out the lower part. The effect is as shown in Figure 7.

4. Create a new layer, select the pen tool to outline the cow's ears, convert it to a selection as shown in Figure 8, and then fill it with color: #FF983E, the effect is as shown in Figure 9.

After locking the layer, enlarge the layer appropriately, select the brush tool, hold down the Alt key to absorb the color of the face near the ears, then release the Alt key, and use the brush to smear the edges of the ears to make the ears look natural. One point, the effect is shown in Figure 10.

6. Create a new layer, use the pen tool to outline the selection shown in Figure 11, press Ctrl + Alt + D to feather 2 pixels, fill color: #F4691F, the effect after canceling the selection is as shown in Figure 12.

7. Add a layer mask, slightly paint the two ends with a black brush, and use the burn/dodge tool appropriately to enhance the lightness of the ears. The effect is as shown in Figure 13.
<Picture 13> 8. Merge the completed ear layers, then make a copy, flip it horizontally and place it on the right side. The effect is as shown in Figure 14.

9. Create a new layer, use a pen to outline the hair selection, and fill it with dark green as shown in Figure 15.

10. After locking the layer, use a brush to apply hair highlights (light green), as shown in Figure 16.

After canceling the selection, double-click the layer to bring up the layer style, fill it with inner shadow, set the parameters as shown in Figure 18, and the effect as shown in Figure 19.
