Tutorial steps:
1. Open the photo you want to modify and press Ctrl+J, copy the background layer, and execute Filter-Blur-Surface Blur on the copied background layer. The value depends on the photo. The main function is to reduce the details of the skin and retain the detail value of the remaining eyes and lips. The values used in this tutorial are 20 pixels and 15 levels.
2. Duplicate layer 1 and execute Ctrl+shift+U to remove color. Click the channel, hold down the Ctrl key, and click the RGB channel
3. Perform Ctrl+Shift+I on the selection, invert the selection, create a new layer, and use the paint bucket to fill the selection with full black on the new layer.
4. Turn off the display of the first two layers, select the background copy layer, and execute Filter-Artistic Effect-Woodcut Cutout. The value is 8-0-3. You will get the following effect
