Final rendering:
Step 1: Create a new file of 1500x2000px with a black background color.
Step 2: Create a new layer and find a smoke brush (or picture). The brush color is dark gray and the opacity is 15%.
Step 3: Create a new layer and brush it with 3 different colors. They are pink, purple and blue respectively. As shown in the picture:
Step 4: Add a mask to this layer and select Filter > Clouds on the mask.
Step 5: Create a new layer and fill it with black; select Filter>Noise>Add Noise, and set the settings as shown for reference.
Step 6: Create a new layer and set the pen tip (shortcut key f5)
Step 7: Brush the star layer and select Layer Style > Outer Glow. The settings are as shown below:
Step 9: Add a mask to the text layer; and go to Filter>Render>Layered Clouds on the mask. The effect is as shown in the figure, for reference only:
