1. Open a picture material that needs to be processed into colorful and dazzling colors in Photoshop, then select the brush tool, press SHIFT+F5 to open the brush preset panel, set the parameters as shown below, and then set the foreground and background to cyan and magenta.
2. After the brush settings are completed, create a new layer, then use the set brush to scribble on the layer, then set the blending mode of the layer to color, then add a layer mask, and then add a layer mask to the mask. Touch up undesirable areas.
3. Create a new layer, then use the Pen Tool to outline some paths, and then use a 2-pixel white brush to stroke the paths.
4. Add a mask to the stroked layer, and then use a softer black brush tool with an opacity of about 60% to paint the unnecessary lines on the character's body on the mask.
5. Double-click to open the layer style of layer 2, add an outer glow style, and refer to the figure below to set the parameters.
