1. Open a close-up photo of an eye in Photoshop, select the elliptical marquee tool on the toolbar, hold down the SHIFT+ALT keys at the same time, and then pull out a perfect circle selection from the middle of the eyeball. The size of the selection should just cover the eye. Keep your eyes open and execute CTRL+J to copy the selected content to a new layer.
2. Then go to Filter>Noise>Add Noise on the copied layer, add the amount to about 263%, use Gaussian distribution, and check Monochrome.
3. Hold down the CTRL key, click on the layer where the noise is located, load the layer content into the selection, and then execute Filter-Blur-Radial Blur, the blur amount is 100, the blur method is zoom, and the quality is good.
4. Add a layer mask to the layer where the noise is located, and then use a softer black brush tool with an opacity of about 49% to paint out some of the edges of the noise.
5. Execute the shortcut key SHIFT+CTRL+N to open the Create New Layer panel, select Soft Light in the mode, and check the fill soft light neutral color (50% gray).
