Start by creating a new document in Photoshop - about 500 x 500 in size and fill it with the color #dac8aa.
Now, let's find a material that looks like a paper texture. You can find the natural texture you like, and then execute the "Decolor" shortcut Ctrl+Shift+U:
After that, change the layer mode to: Overlay and change the opacity to 60%. Merge the two layers.
Ok, in order to express the density of the paper, we will use "sharpening" to enhance the texture. You can do it a few times as appropriate.
Now we start creating the ribbon. First use the Rectangular Marquee Tool to create a selection as shown in the picture, and fill it with green (#95b900). Remember to complete it on a new layer! .
Create the yellow (#e9db03) and red (#b94a00) colored ribbons in the same way.
Next, we need to ensure that the three color ribbons are on the same layer and press Ctrl+J to copy a new ribbon! And rotate as shown in the figure:
The original layers should also be rotated to create intersections between them.
Now we select the underlying ribbon, hold down CTRL and click on this layer in the Layers Panel to get its selection, create a new layer, and use the Gradient Tool to create a shadow.
The gradient uses black - the transparent way!
