This tutorial introduces some basic operations of PS and uses the most commonly used tools to create simple layers. Then use these graphics to compose the picture effect. Although it is not difficult to make, you do not need to pay attention to the details.

1. Create a new file of 800 * 600 pixels and fill the background with black. Create a new layer, set the foreground color to: #8EB622, select the Rounded Rectangle Tool and set the radius to 30, and pull out the shape shown in Figure 1.
2. Create a new layer, select the Elliptical Marquee Tool, draw a large circular selection, and fill it with color: #D5DF1E, as shown in Figure 2.
3. Drag a perfect circle selection in the middle part of the perfect circle selection and press Delete to delete it. The effect is as shown below.
4. Bring up the rounded rectangular selection, as shown in Figure 4, press Ctrl + Shift + I to invert the selection, and press Delete to delete the excess part. The effect is as shown in Figure 5.
5. Use the same method to create other arc lines, as shown below.
6. Create a new layer above the rounded rectangle layer and draw some concentric rings. The graphic color value is: #A9CD2D, as shown below.
7. Delete the excess part and change the layer blending mode to "Soft Light". The effect is as shown below.
8. Create a new layer and make some small rings as the background. The effect is as shown below.
9. Bring up the rounded rectangle selection, create a new layer on top of the layer, fill it with color: #A9CD2D, press Ctrl + D to cancel the selection, use the pen tool to outline the selection shown in Figure 10, and press Delete to delete.
10. After locking the layer, fill the shape with white and change the layer opacity to: 10%. The effect is as shown below.
11. Create a new layer, use the Elliptical Marquee Tool to draw a larger circular selection, press Ctrl + Alt + D to feather 60 pixels, and fill it with white, as shown below.
