1. Press Ctrl+J to copy a layer, and press Shift+Ctrl+U to remove the color. (Figure 1)

2. Press Ctrl+J again to copy the decolorized layer in step 1, select Filter - Brush Stroke - Dark Lines, select parameters (I chose Balance 7, Black Strength 7, White Strength 2). Mix Select Overlay for mode and 83 for opacity (as shown in Figure 2)

3. Create a new layer, select the brush, set the hardness to 0, adjust the color here to #CD00A1, and then paint the skirt part. (Figure 3)

4. Then adjust the blending mode of this layer to Overlay (as shown in Figure 4)

5. Create a new layer as in step 3, and paint the vest part with a brush (as shown in Figure 5)

6. Adjust the blending mode of this layer to Color Burn and the opacity to 90% (Figure 6)

7. Continue to create a new layer, paint the flower part, and set the blending mode to Overlay. The final effect is as shown in Figure 7.
