The original picture is as follows. We used Photoshop to make the road surface look like it was after an earthquake.
Execute the Liquify filter and use the "Forward Transform" tool to make it as shown below.
Press the Q key to enter the quick mask, and then perform the layered cloud filter. The effect is as follows.
Press the Q key to exit Quick Mask, then create a layer and fill it with any color.
Press Ctrl+T to adjust vertically, the effect is as shown below.
Set the Bevel and Emboss layer style for this layer.
Then in the Layers panel, adjust the fill of this layer to 0, the effect is as follows.
Then change the layer mode to Difference, the effect is as follows.
Finally, follow the same method as above to create the same effect on the road in the distance.
