First we create text effects.
Create a new 450*250px file, create a new layer, and fill it with white. Press T, select the horizontal text mask tool, use a font you like, you can find it elsewhere! Set the font size to be larger, and then type the word Blue.
Then feather it, set the radius to 5px, don’t feather it too big! Then set the foreground color #0000CA and background color #E300B6, of course you can also set your own favorite colors. Then execute the "Clouds" filter and press Ctrl+D to deselect.
Go to "Filter" > "Artistic Effects" > "Watercolor" and set the parameters to Brush Detail: 1, Shadow Strength: 0, and Texture: 1.
Background processing
In fact, I think it would be cooler to choose a good background to show the text effects on it. Start by choosing a background.
Move the background below the text and set the layer mode of the text layer to Multiply.
The effect is as follows.
Create a new layer below the text layer, then select the Brush Tool and set it as shown in the image below.
Then draw the following shape. The purpose is to add a raised effect.
Adjust the fill of this layer to 0 and add a Bevel and Emboss style.

Next, in order to add a shadow effect, we select the white background layer, and then adjust the canvas size to 500*300px.
Then set the bevel relief effect of the paper layer.

We use the brush, set as shown before, set the foreground color to black, use the brush on the background layer to click on different positions on the edge to draw a dark and light shadow effect.
