This tutorial uses photoshop 9.0, the steps are similar for other versions.
The photo effects of the cartoon we are going to draw today mainly require the use of a comic dot dialog box special effect, which will use a special brush. You can find and download it at the end of the article.
Original picture:
1. Open the picture and copy the background layer twice (press Ctrl+J twice);
2. Toolbox-Pen tool to cut out figures;
Stroke, Layer Style-Drop Shadow;
3. Use Filter-Blur-Special Blur on the copied second layer, radius 2.0, threshold 20.0, low quality, and mode limited to edges;
Ctrl+I to invert the image and change the blending mode of the image to "Multiply";
4. Select the last background layer, press D (set the foreground color to black), Image-Adjustments-Gradient Map;
Next, go to Filter-Pixelize-Color Halftone, set the maximum radius to 4 pixels, and set the rest to 45;

5. Well, the basic effect is already out, let’s add some comic elements into it. File - Create a new layer (the size should match the picture) - Set the background content to "Transparent" and use the rectangle tool to make the picture (you can do it according to your own preferences);
Drag and drop into the picture:
6. Add a comic-style dialog box and some fonts to make it even cuter! Finally, merge the layers and save it.
