1. Create a new image, use the default foreground and background colors to create [Filter_Rendering_Clouds], and then [Filter_Rendering_Layered Clouds] to create an effect similar to the picture below.
2. Then use [Filter_Pixelize_Copper Plate Engraving] and select "Medium Point" as the type, as shown in the left picture below. The resulting effect is as shown on the right.
3. Duplicate the layer, use [Filter_Blur_Radial Blur] on it, and set it as shown on the left. The resulting effect is as shown on the right.
4. Use [Filter_Blur_Radial Blur] on the lower layer and set it as shown on the left. The resulting image effect is as shown in the middle picture below. The layers palette is as shown on the right.
5. Make a copy of the upper layer, use [Filter_Blur_Gaussian Blur], and then set the blending mode to "Color Dodge". The effect is as shown on the left. The layers palette is shown in the middle picture below.
6. Merge all layers, then copy one layer and execute [Filter_Blur_Gaussian Blur], change the layer blending mode to "Lighten", the effect and layer palette are as shown in the left and middle pictures respectively. Then create a hue and saturation adjustment layer on the top layer and use coloring to adjust it, similar to the picture on the right.
Summary: Use the cloud and copper plate engraving filters to create a random dot effect, then use radial blur to create a line effect, and finally use Gaussian blur and blending mode to create a halo effect.
