Let’s look at the original picture first:
Rendering:
Open the original image in Photoshop , then Ctrl+J to copy the layer, then create a blank layer between the two layers, and then fill it with white.
Select the copied layer, which is layer 1, then press M to use the Rectangular Marquee Tool, and press Shift to select a square area.
Then add a mask to this layer.
Cancel the connection to the mask.
Then add the Outer Glow style.
Duplicate the layer and use the move tool to move it.
Also copy more and move the location.
Final effect.
Then make some of the squares smaller.

Flatten all layers and select Apply Mask before merging. Finally set the shadow effect.
