1. Open the original image, press Ctrl + L to adjust the color levels, and set the parameters as shown below
2. Press Ctrl + U to adjust the hue/saturation parameter settings as shown below
3. Press Ctrl + B to adjust color balance
4. Execute menu: Filter > Sharpen > USM sharpening parameter settings as shown below
5. Execute the menu: Filter > Noise > Add Noise parameter settings as shown below
6. Press Ctrl + M to adjust the curve
7. Use the Elliptical Marquee Tool to select the area of the eagle with a perfect circle. Press Ctrl + Shift + D. Set the Feather value to 45, then press Ctrl + Shift + I. Invert the selection and press Ctrl + M to darken the surrounding area.
8. Add text to complete the final effect.
