3. Create a new layer and fill it with color: #057DF9. Change the layer blending mode to color and the layer opacity to: 80%. Then add a mask to erase all areas except the tree background. The effect is as shown in Figure 4. This makes the blue effect of the background more obvious.

4. Create a new layer and press Ctrl + Shift + Alt + E to stamp the layer, execute the menu: Filter > Blur > Gaussian Blur value is 2, then add a mask to erase all areas except the blue background, the effect is as follows Figure 5

5. Create a new layer and press Ctrl + Shift + Alt + E to stamp the layer, change the layer blending mode to "Screen", add a mask to erase everything except the face, and the effect is as shown in Figure 6. You can whiten the character’s face.

7. Press Ctrl + J to make a copy of the sharpened layer, and execute the menu: Filter > Artistic Effect > Painting smear parameter settings as shown in Figure 8. After confirmation, execute the menu: Filter > Blur > Gaussian Blur value is 1.5 , the effect is shown in Figure 9

8. Press Ctrl + M to adjust the curve parameter settings as shown in Figure 10, dim the brightness a little, and add a mask after confirmation to erase everything except the blue background to complete the final effect.
