2. Execute the menu: Filter > Distort > Polar Coordinates. The parameter settings are as shown in Figure 3. After confirmation, execute the menu: Image > Rotate Canvas > 90 Degrees Clockwise. After confirmation, execute the menu: Filter > Stylization > Wind parameters are default. After confirmation, press Ctrl + F twice, the effect is as shown in Figure 4

8. Create a new layer, click a few white points, make the motion blur a little larger, and then deform it appropriately and place it in the right position to complete the final effect!
