Do you like the neon lights of the city? Or do you prefer pastoral scenery? The neon lights in the city always make people feel trance-like. Maybe you need to add a city atmosphere to a plain picture, then we can use Adobe Photoshop CS2 to create a neon effect.
First, prepare a picture with clear lines, so that the effect will be better, as shown in the picture:

1. Execute "Filter" | "Blur" | "Gaussian Blur" and set the "Radius" to "1" in the pop-up dialog box, as shown in Figure 1 Show:

2. Execute "Filter" | "Stylize" | "Find Edges" to outline the entire image, as shown in Figure 3:

3. Press Ctrl+I to perform the reverse operation (Image | Adjustment | Invert), as shown in Figure 4:

4. Execute "Filter" | "Other" | "Maximum", as shown in Figure 5:

In the pop-up dialog box, set the value to 2 to enhance the neon effect, as shown in Figure 6:

5. Finally, you can use the blur tool in the toolbar to blur the image and take a look at our renderings.
