1. Create a new image in Photoshop and execute [Filter_Render_Clouds] with the default color to get the effect as shown below.
2. Use [Filter_Sketch_Base Extrusion] and [Filter_Sketch_Plastic Effect] in sequence. Keep all parameters as default. The result is as shown on the left.
3. Use [Filter_Blur_Radial Blur] and [Filter_Texture_Cracks], and set them as shown below.
Execute [Image_Adjustment_Hue Saturation] and use the coloring method to adjust the effect as shown on the right as shown below.
4. Create a new layer, use [Filter_Rendering_Clouds] on the new layer, and change the new layer's blending mode to "Screen". The resulting image effects and layer palette are as shown in the following 2 pictures.

5. Use [Filter_Distort_Wave] on the new layer, change the type to "square", and leave the rest unchanged, as shown below.

The image effect is as shown below.
6. Merge the layers, use [Filter_Blur_Radial Blur], and set it as shown on the left. Then use [CTRL_M] to adjust the curve and set it as shown on the right.

7. Copy the layer multiple times, and change it to a different tone through [Image_Adjustment_Hue Saturation] [CTRL_U], and use a mask to hide part of the content to create a patchwork effect. Finally, create a Curves adjustment layer on the top layer and set it as shown below.

The resulting image effect is as shown on the right.
Summary: The various filters used before radial blur are all to make the radial blur effect better. Otherwise, simple clouds lack complexity and the radial blur effect is not good. This is also the central idea of this example. Since blur filters reduce the contrast of an image, use Curves or other color adjustment commands to enhance the contrast.
