1. Create a new image in Photoshop , fill it with a black background, and use [Filter_Render_Layered Clouds] with the default color. You can press [CTRL_F] and repeat two or three times to get an effect similar to the picture on the left below.
Then use [Filter_Stylize_Wind] on it, the effect is as shown below.
2. Use [Filter_Sharpening_Smart Sharpening] and set it as shown below.

Then [Image_Rotate Canvas_Counterclockwise 90 degrees] to get the effect as shown below.

Then use [Image_Adjustment_Color Balance] to adjust the three parts separately to get an effect similar to the picture below.
Summary: The key to a more common line effect is to use a sharpening filter to make the lines clear and clear. Then use the color balance command to color the grayscale image. You can use the crop tool at the end to capture part of the screen to use as background material.
