1. Create a new image and execute [Filter_Rendering_Clouds] with the default color to get the effect as shown on the left below. Then use [Filter_Texture_Stained Glass] and adjust the values appropriately to get the effect as shown on the right below.

2. Use [Filter_Distortion_Spherization] and set it as shown on the left. The effect is as shown on the right.

3. [CTRL_J] Duplicate the layer, change the blending mode to "Color Dodge", and then [Edit_Rotate_180 degrees]. Execute [Filter_Distort_Spherization] on it again (the last filter can be reused through [CTRL_F]). Get the effect shown on the left below.
Duplicate the layer again, set the blending mode to "Overlay", and perform the same rotation and filter. The effect is as shown in the middle picture.

4. Use [Image_Adjustment_Hue Saturation] on the two upper layers. The effect and layer palettes are as shown in the following 2 pictures.

5. Use the crop tool to turn on the perspective option in the public bar, as shown on the left below. The effect obtained is shown below on the right.

Summary: Use the cloud filter to create footage, then use the hue and saturation adjustment commands to colorize the grayscale image.
