1. Create a new paper-sized file (1024 * 768 pixels). The pictures in this tutorial are all thumbnails to save space. Fill the background with black, create a new layer and use the pen tool to draw the path shown in Figure 1.

2. Press Ctrl + Enter to convert the path into a selection, then select the brush tool. Define the brush size yourself. The opacity is about 10%. The brush feathering value needs to be relatively large. Then gently apply slowly along the edge of the selection. Pay attention. Be even, as shown in Figure 2-3

3. Select the gradient tool, set the color as shown in Figure 4, then lock the layer as shown in Figure 5, and pull down the linear gradient from the upper left corner to the right, the effect is as shown in Figure 6

4. After pulling the gradient, press Ctrl + J to duplicate a layer, strengthen the effect a little, and then merge the two layers and name them "Bubbles", as shown in Figure 7

5. Make a copy of the water bubble layer, change the angle appropriately, and hide the "water bubble" layer. The effect is as shown in Figure 8

6. Make another copy of the water bubble, press Ctrl + T to transform it. Pay attention to move the center point slightly out to the position pointed by the arrow in the picture below, and then appropriately reduce the size of the water bubble and rotate it a little.
