This tutorial shows how to use path strokes to create vivid highlight streamers. The general idea: first outline the path of the streamer on the part where you want to add the effect, then set the brush, then stroke the path, and then simply add some layer style modifications.

1. Create a new layer, and then use the pen tool to make a path in the following shape on the arm of the character in the picture.
2. After the path is completed, set the brush tool to the settings shown in the figure below:
3. Now select the brush tool in the toolbox and return to the path panel, use the path stroke command at the bottom of the panel to stroke. Use the Eraser Tool or Lasso Tool to delete the unnecessary parts so that the halo looks like it wraps around the arm. As shown below:
