1. Duplicate the layer.
2. Filter→Blur→Gaussian Blur.
3. Set the blur radius (you can click "Preview" to select appropriate parameters)
4. Set the opacity of the copied layer to about 80%.
5. Use the eraser tool to erase the subject you want to keep. This process requires patience, and the eraser should be set very small for subtle details.
6. Slowly erase the main body, and then set the opacity of the copied layer to 100%. (It can also be other numbers, which should be determined according to the specific situation)
7. Finally, merge the layers, OK...
If the contrast between the background and the subject of the picture is large and the subject is relatively single, it will be much easier to process.
After opening the picture, you can directly use the Magic Wand Tool (or Lasso Tool) to select the background (or select the subject and then invert the selection), and then use the "Lens Blur" or "Gaussian Blur" of the Blur Tool.
